Wanda is an incredibly powerful magic-user, both influenced by the Mind Stone, and by her own latent Chaos Magic abilities. Below are summaries with some ideas for levels during potential gains; for a fuller overview, please see here!
TELEKINESIS - wanda is able to move things with her mind, as well as levitate herself and others. this ability includes molecular level manipulation (though will be unavailable to such an extent through the regain)
TELEKINESIS, level 1: wanda will be able to use telekinesis to move objects that can only be held or carried (so likely nothing larger than a chair and equivalent)
TELEKINESIS, level 2: wanda will be able to levitate herself only, and otherwise telekinetically move larger objects, within reason. nothing larger than a truck or a large boulder.
PSIONIC ENERGY MANIPULATION: these abilities manifest through luminescent mist/red vapour and do involve several levels, as wanda's use and control over her powers has improved and grown through the years since first gaining her abilities. this seems to be her main offensive go-to, and do seem to functionally have some overlap with her telekinesis, so i will do my best to not be redundant here. this looks to rely heavily on both her focus and movement (as wanda is most often seen manipulating the energy through her hand motions), thus making it possible to stop her through breaking concentration and restricting motion. in terms of energy manipulation for the offensive approaches, wanda is able to control the energy blasts through all shapes and sizes, from smaller more precise bolts, to larger energy blasts, to precise swipes and everything in between (especially as she further grows in strengths and learns her powers). there also seems to be a level of implied control over the strength of them — whether an attack is able to just blast something away or exert enough force to destroy it. much as her other powers, this one seems to be heavily linked to her emotional state, as significant emotional turmoil can amplify all of her abilities.
PSIONIC ENERGY MANIPULATION, level 1: wanda will be able to form small bolts of energy strong enough to blast something away, block something as a reaction; it will not strong enough to do more lethal damage from first hit; she will not have access to any area of affect and will not be able to control the shape of those bolts very well at all. prolonged use will be increasingly tiring.
PSIONIC ENERGY MANIPULATION, level 2: wanda will be able to form area of affect energy blasts of max 20m, and have more control over what ways she can use the energy blasts/force — the bolts can increase in size (from say, the level 1 orange size up to ah, ugh, watermelon), can be more easily manipulated into shapes and overall controlled. the blasts will not be able to destroy or disintegrate anything outright, but may pack a harder punch than prior the level.
TELEPATHY & MENTAL MANIPULATION - included warping illusions and one's perception of reality; this also includes influencing other's minds to create dreamlike distortions from their memories, thoughts and fears; it includes some minor mind control. this ability will be heavily nerfed; upon regain, wanda will be able to detect the presence of minds around her and, (upon permission + coordination) will only be able to detect surface level thoughts and feelings. she will not be capable of mind control
REALITY MANIPULATION - her chaos-magic original, at a grand level, wanda is able to manipulate and warp reality itself, within a certain radius (known as a hex), including through conjuration, transmutation, energy absorption and life-creation. she is able to re-write reality into what she wants; this is an incredibly overpowered ability. (FULLY NERFED, NO REGAIN)
TIME MANIPULATION - as part of her reality warping, wanda is shown to be able to control the passage of time within her hex, changing night to day, and stopping time for everyone but her. she will not be able to affect the passage of time
WEATHER MANIPULATION - wanda is shown to have some control over weather, being able to call on some rain/thunder within her hex. she will not be able to affect the weather
ASTRAL PROJECTION - wanda is able to control her astral self enough to navigate the astral plane without losing consciousness of her waking body. upon regain, wanda will be able to astral project a limited distance away from her unconscious body.
DREAMWALKING - gained after her years of studying the darkhold, wanda is able to project herself through dreams and into other universes. she will not be able to walk into anyone's dreams or into other universes.
COMBAT TRAINING - she has demonstrated martial ability to hold her own against several high-powered opponents, implying a development of some fighting prowess, though a lot of it, if not all, had been infused with her magic.
MANIFESTATION
Character flaws/traumas:
LOSS & GRIEF: wanda has gone through hell and back in a lot of ways. the initial traumas of surviving in a warn-torn country after witnessing her parents being killed by a missile had ignited an anger and a desire for change, which had then driven her and her brother to be part of experiments that exposed them to the powerful influences of the mind stone. after this, wanda had experienced loss after loss — with the death of her twin brother, which left an irreparable hole, to being forced to kill someone she deeply loved in order to try and save the universe (only for this to not work, and having to watch him die a second time in the hands of thanos); following that, it is shown how the loss and grief had caught up and fractured a lot of her mental stability, enough so that it lead to her creating an entirely new reality as the cost of many others'. after fabricating the life she wanted, with vision and her two children, she was forced to dispel that hex, and thus further losing that which wasn't truly within her grasp to begin in. and lastly, while under the influence of the darkhold's corruption, she had tried to get her children from another universe, only to be rejected by them in the end. her life has been a culmination of heavy tolls, losses and cages, and it leaves her jaded and fractured and alone with her grief. it is an absolute vulnerability, and she has spoken of feeling "empty endless nothingness" due to the things she has lost.
GUILT & SELF-LOATHING: wanda harbors a lot of guilt over a lot of her actions — from helping ultron, ultimately leading to thousands of people hurt and displaced, to being unable to save pietro from his death, to being unable to save vision from his, to all the people she's hurt. a miscalculation on her part lead to a lot of destruction in lagos during her time with the avengers, leading her to further blaming herself, and starting to further see herself as a monster. it reaches its head in her hex — within in and after, she considers herself the villain, having hurt so many people in her grief. furthermore, upon her studies of the darkhold, her empathy was clouded by the corruption further as she sought a way to return to her children, going so far s to possessing her alternative self in a different universe to attain the power she needed; upon seeing the fear and rejection this inspired in her kids, wanda realized there was no going back from everything she has done, and had attempted a single act of self-sacrifice in the end, ensuring that no one else was influenced by the darkhold again. this does not erase any of her previous transgressions, and she carries all of them with her, likely believing herself undeserving of forgiveness.
IMPULSIVITY: wanda is prone to impulse, to an extent, and is at the whims of her desires, wants and emotions. while pragmatic at times, wanda often reacts first, especially in situations where her emotions are high — she tends to be fueled by them. at times, it benefits and emboldens her powers. however, other times it is to huge detriment, as she is often guided by frustration and anger (nearly destroying the SWORD facility upon seeing what they were doing to vision, creating a hex around an entire town in her grief. her impulsivity and her guilt work like a catch-22 — the guilt is often a result of her impulsive judgement and decisions. here, it may manifest itself in being forced into situations where she will have to choose something fast at the risk of endagering something else, for example.

Description: A twisted abomination too disturbing to stare into for too long, as its presence evokes feelings of deep guilt and sadness, pulling all light into its core, as it is a manifestation of all of Wanda’s darkest pains.
The Scarlet Witch manifests herself as a twisted creature. Vapor of cinnabar red and shadow-black had coiled itself into a humanoid shape, some lanky being of roughly seven feet; twisted limbs (all sharp-angled and black like obsidian), extend from disjointed places, vertebrae bowed inwards — her movements have an almost fractal effect to them - sometimes fluid but difficult to follow, and sometimes sharp and jumpy like a glitch. where a face might ostensibly be there is an approximation, gaunt-featured, red-eyed and grey-fleshed and a bit too uncanny valley to be fully recognized as human. limp strands of thin, tangled hair fall to one side; there is a split down the middle of her face, and each movement she takes inspires a faint red glow through the obsidian cracks. She is meant to be perceived as having shape and being without — something that had been malleably shaped out of an unsteady reality, and had come out all wrong and broken, half obsidian-bone and half-crimson mists. The parts that are more solid all feel uncomfortable and wrong - the head, a longer neck, the bony vertebrae and some part of her ribcage behind which a faint, pulsing red glow beats. Long-jointed arms hang low, long-clawed ends that will leave a mark, should they connect. One of the more identifying details, at times, is how the red and black mists will take shape of a crown similar to Wanda's, before dissipating in drips of black.
Attacks and behavior: She wails in her pursuit, a quiet, lonely sound; something that settles in the hearts of those who hear her and evokes deep feelings of guilt, fear or hopelessness. She will follow and follow the pull of sadness and negative emotions until there is distance enough to lose her or it is disrupted by a different emotion, as it can break the slow chase. If you stare at her too long, you might start seeing the faces of loved ones lost that could strengthen those feelings of guilt (but she is unable to fully mimic anyone, or speak, for that matter). At the same time, the longer one stays around her, the less and less light they may start perceiving around them (whether that is a power or a psychological perception due to her presence alone is difficult to say).
Should someone come within 5 feet of her, she will strike out with her long-clawed limbs. Creating more distance will solve this. Her focus seems to be in draining hope and light from those she encounters, especially the very one who had inspired her manifestation in the first place. She is a vortex of negative emotion, meant to singularly and specifically fester guilt and self-loathing.
Path towards resolution: this will be a long, many-fold journey for wanda, to come to a path of forgiving herself; she needs to firstly fully come to terms with the things that she's done and accept it; by doing so, she needs to accept herself, and, the most difficult part - try and forgive herself. forgiveness doesn't mean she no longer believes what she did was wrong, but that self-hatred will not change what has happened and that the only path is forward — trying to be better and more than their worst moments.
